ACT Local (Bahian Reality): With advanced regulatory frameworks like the PMAMC, Salvador is already preparing for climate change. However, historic and densely populated areas like Cidade Baixa, the Itapagipe Peninsula, and the Subúrbio face imminent threats from sea-level rise and extreme events. The city government needs to cross-reference real-time climatic, geographic, and urban data to optimize mitigation and decision-making alongside the population.

Systemic Vision: How to develop mechanisms, campaigns, or technologies that leverage existing adaptation public policies in the city?
